Housing and Economic Development DPD (HED DPD) Submission Stage
The Housing and Economic Development DPD (HED DPD) is a Development Plan Document (DPD) that forms part of Ribble Valley's Local Development Framework (LDF). The LDF is a series of documents, including the already adopted Core Strategy, which together sets the framework for development in the Borough for the period 2008-2028.
What does 'submission' mean?
Local Authorities must submit all development plan documents (DPDs) to the Secretary of State and they are then reviewed by independent Planning Inspectors (from the national Planning Inspectorate) in a process known as Examination in Public. We are not yet at the Examination stage and will announce details of that once we are informed by the Planning Inspectorate of the appointment of an Inspector and a date for the Examination.
Approval was granted by Full Council on 11 July 2017 to submit the HED DPD to the Secretary of State and the document was formally submitted on 28 July 2017.
How Did We Get To This Stage?
Earlier stages of preparing the HED DPD included various consultations, giving the opportunity for everyone with an interest in the document to be involved and have the chance to comment. More specifically the previous consultation stage to this one – the Regulation 19 stage – included the Council’s preferred allocations for a housing sites in Mellor and Wilpshire and employment sites in Hothersall, Simonstone and close to Mellor Brook.
Comments from that consultation led to changes to the wording of Policies HAL and OS1, an amendment to the boundary of housing allocation site HAL 2, a small amendment to the Clitheroe settlement boundary, the withdrawal of two open space sites and the amendment of another. Regulation 22 Consultation
Representations to this consultation can be viewed by accessing the HED DPD Reg 22 Representations document.
The Council invited comment on the amendments being proposed to its publication (Regulation 19) HED DPD draft through a Regulation 22 consultation. The Regulation 19 draft, as amended, formed part of the Council’s “submitted” HED DPD which will be subject of a forthcoming Examination in Public.
The Regulation 22 consultation invited comments only on the proposed amendments including whether the amendments satisfy any previous objections.
The consultation ran for a six week period starting Monday 31 July until 5pm on Monday 11 September 2017.
Respondents were not requested to restate any previous objections made at the previous Regulation 19 stage of the document’s development as these had already been forwarded to the Inspector for his consideration as part of the Examination process. All responses made in this consultation would be provided to the Inspector as part of the Examination process.
All those on the Council’s Local Development Consultation database, including all those who have made responses to previous consultation stages of the HED DPD, were informed of this consultation either by letter or email.
If respondents requested, in a previous consultation response, to take part in the Examination those requests were forwarded to the Inspectorate. Participation in the Examination is at the Inspectorate’s discretion.
Where more than one consultation letter was sent to the same address, this is because more than one person had responded individually at previous stages. If respondents wished to combine contacts, they were asked to inform the council. Also, if details were incorrect; needed updating or if respondents no longer wished to be kept informed they were asked to inform the council. Furthermore, in order to minimise consultation costs, if respondents preferred to be contacted solely by email in the future, then they were also requested to inform the council.

Copies of documents were also made available at a charge.
All documents other than the Submission Consultation Documents mentioned above were available only on CD format at the above locations.
How and Where Comments could be made
Respondents did not need to restate any previous objections made at the previous Regulation 19 stage of the document’s development as these had already been forwarded to the Inspector for his consideration as part of the Examination process, and all representations in this consultation had to relate only to the amendments being proposed including whether they satisfy any previous objections. All responses made in this consultation were provided to the Inspector as part of the Examination process.
At the future Examination the Inspector will assess whether the HED DPD has been prepared in accordance with:
- The Duty to Co operate
- Legal and procedural requirements; and
- Whether it is “sound”

Consultation on Proposed Main Modifications – Additional Housing Sites
Introduction
In preparing for the forthcoming Public Examination into the HED DPD, the Council is proposing to put forward some additional housing sites as main modifications for the Inspector to consider in his forthcoming Examination of the HED DPD in November 2018. The Council has identified sites at Clitheroe, Simonstone and Langho to help meet the Government’s requirements to maintain a 5 year supply of housing land.
A six week public consultation period starts on Friday, 27 July and closes at 5pm on Friday, 7 September 2018, during which comments are invited on the proposed main modifications only.
Please note that this consultation relates only to the main modifications being proposed to the Housing and Economic Development DPD, you do not need to restate any previous objections as these have already been forwarded to the Inspector for consideration as part of the Examination process. All representations must relate only to the amendments being proposed. Representations made in this consultation will be provided to the Inspector as part of the Examination process. Representations received after the closing deadline may not be considered.
