Examination in Public Information
The Secretary of State appointed Mr Richard McCoy to conduct the Examination in Public (EIP).
A programme officer was appointed to assist the Inspector in the running of the EIP.
This page provides updates and information regarding the progress of the Examination.

16 September 2019 - Inspector Issues Report
The Inspector has issued his report to the Council, which was received on 10 September 2019. The Council will now consider his report and its recommendations.
24 January 2019 - Inspector Closes Hearings
The Inspector closed the Hearings on 23 January. Information and updates from the Council have now been added to the Evidence Library. Participants at the Hearings are reminded that they have until 5pm on 30 January to consider and submit a response to the note to the Inspector from the Council on Planning Approvals.
15 January 2019 - Written Statements
Further written statements have been received by the Inspector in advance of the recommencement of the Hearings on 22 January (10:00am). These can be found in the evidence library. An updated Hearings Programme is also available.
5 December 2018 - Council issues Position Statement
The Council has issued a Housing Position Statement.
4 December 2018 - The Council's Position Statement
At the Hearings sessions in November it was agreed that it would be useful for the Council to provide a Position Statement to inform the Hearing dates in January 2019 (to be made available by 6 December). The Inspector will accept further Statements, which are to be submitted to the Programme Officer by 14th January 2019.
3 December 2018 - Updated Hearings Programme
The Hearings Programme has been updated.
28 November 2018 - Hearings adjourned
The Inspector has adjourned the Hearings for the remainder of this week. Issue 2 (Housing) will now be heard in the New Year w/c 21st January 2019. An updated Hearings Programme will be available soon.
Issue 3 (Economic Development) will still be heard on 4th December with an 11am start.
1 November 2018 - Hearings Statements
The Inspector is happy to receive any additional Hearings Statements based on updated information. Please send an electronic copy and two paper copies to the Programme Officer by Wednesday 7th November.
25 October 2018 - Revised Hearings Programme
The Inspector has revised the Hearings Programme.
17 September 2018 - confimation of Hearings date
The Inspector has now confirmed that the Hearings will commence week commencing 26th November 2018.
19 June 2018 - New Hearings date set
The Hearings have been postponed until week commencing 19th November 2018.
15 June 2018 - Hearings Postponed
The Council has asked the Inspector for a postponement to the Hearings - please see letters in the Evidence Library. New dates will be confirmed as soon as possible.
6 June 2018 - Revised Hearings Programme
The Inspector has revised the Hearings Programme.
25 May 2018 - New Dates for Hearings
The Inspector has now set new dates for the Hearings. These have been confirmed as 3rd - 5th July with an extra day and a half added on the 17th and morning of the 18th July. A revised Hearings Programme will be available soon.
19 April 2018 - Hearings update
The Inspector is now back at work and is looking at possible dates for the Hearings to reconvene. Revised dates will be confirmed as soon as possible - please keep checking this page for updates.
15 February 2018 - Hearings postponement update
Due to illness the Hearings have been postponed. Revised dates will be confirmed as soon as possible, but this is unlikely to be before April 2018.
11 December 2017 - Hearings postponed
Unfortunately due to illness the Inspector has had to postpone the Hearings. Revised dates will be confirmed as soon as possible, but this is unlikely to be before February 2018.
07 November 2017 - Inspectors Main Issues and Questions to the Council made available
The Inspector has prepared a Guidance Note and a Hearings Appearance letter together with a first draft Timetable, which is included with the Inspector's Main Issues and Questions to the Council.
The Schedule sets out those areas of the Housing and Economic Development DPD that will be explored further at the Hearing sessions by the Inspector, the Council and individuals/organisations that have previously submitted formal representations.
07 November 2017 - date set for Examination
The public hearing sessions of the Independent Examination into the Housing and Economic Development DPD will formally open on Tuesday 23 January 2018 at 10:00am. Subsequent sessions will normally start at 10:00am and 2:00pm each day. The hearings are likely to be in session on Tuesday 23 - Thursday 25 January 2018.
The Examination will be held in the Council Chamber, Civic Suite, Church Street, Clitheroe, Lancashire, BB7 2DD.
Details of each session will be made available on the Council's website.
Alternatively, details can be obtained from the Programme Officer.
Anyone with any interest in observing the Examination should notify the Programme Officer in advance detailing which session they wish to attend.
