Applications for Permission in Principle
From 1 June 2018 it has been possible to apply for Permission in Principle.
The Permission in Principle consent route is an alternative way of obtaining planning permission for housing-led development which separates the consideration of matters of principle for proposed development from the techincal detail of the development. The permission in principle consent route has two stages: the first stage (or permission in principle stage) establishes whether a site is suitable in prinicple and the second (technical details consent) stage is when the detailed development proposals are assessed.
There is a right of appeal where a local planning authority refuses permission in principle upon receipt of a valid application. The procedures in place are set out in Article 5V of the Town and Country Planning (Permission in Principle) Order 2017 (as amended).

Any person wishing to make representations should do so in writing, within 14 days from the date of the site notice to the Director of Development, Council Offices, Church Walk, Clitheroe, BB7 2RA quoting the application number.
Under the provisions of the Local Government (Access to Information) Act 1985, any representations received will be available for inspection by members of the public once the application has appeared on the Planning and Development Committee agenda. When determining the application it may not always be possible to take account of late representations received after the 14 day period.
